National Leaders Council

Youth Leadership With Real Jobs Attached

The National Leaders Council is the youth leadership body that helps guide YCS priorities, action, collaboration and accountability. Roles are functional, not ceremonial, and they rotate so more young people practise real leadership.

Where the Council stands

Forming

The Council is being formed with the founding youth core. No members are confirmed and none are listed here until they are. The roles below are the jobs the Council needs done.

  • Facilitator

    To be confirmed

    Runs the meeting, keeps the agenda moving, makes space for every voice.

  • Co-Facilitator

    To be confirmed

    Shares facilitation, steps in and learns the role by doing it.

  • Recorder

    To be confirmed

    Captures decisions, next moves, and who agreed to do what.

  • Action-Team Lead

    To be confirmed

    Leads one priority's action team and reports its next move.

  • Media Lead

    To be confirmed

    Coordinates coverage, interviews, and publishing with the Media Network.

  • Outreach Lead

    To be confirmed

    Brings in more young people, partners, and community voices.

  • Opportunity Lead

    To be confirmed

    Tracks openings — guests, resources, programs, jobs, platforms — and routes them to youth.

Roles rotate on purpose. Facilitating once is a skill; facilitating a second time after being recorded and challenged is leadership.

Where youth authority begins and ends

Youth-led does not mean pretending every decision is unlimited. These three bands are kept separate and stated out loud, so nobody discovers the line after the fact.

Youth decide directly

The decision is youth-owned. Adults support it; they do not overrule it.

  • Which issues become priorities
  • How the Youth Agenda is written and named
  • Who leads an action team
  • What media youth choose to make
  • The kinds of guests youth want to hear from

Requires adult, legal, or safety approval

Youth propose and shape it; an adult sign-off is required before it can happen.

  • Travel, transportation, and off-site locations
  • Publishing media that involves minors or private information
  • Money, contracts, and formal commitments
  • Anything with a safety, legal, or safeguarding requirement

Recommendations

Youth make a formal recommendation to a school, organization, or public body, which then responds.

  • Policy or practice recommendations
  • Requests to institutions and public officials
  • Proposals to funders and partners
